Abstract
this study aims to shed light on the different successive phases of the evolution of the Bale committee agreements under the evolution risks and crises, as well as the future modifications of the Basel agreements which were supposed to begin its work in January 2022. The study will highlight the level of compatibility of the precautionary rules and the various regulations and laws issued by the Bank of 'Algeria in a way that serves the application of the different axes of the agreement.
The objective of the study is thus to clarify the importance of banking governance, banking supervision and pressure tests, from the point of view of the Basel Committee while emphasizing the contribution of international financial organizations such as from the International Monetary Fund and the World Bank, this contribution concerns strengthening the international framework and these standards in order to enhance financial stability and bank viability.
The study arrived at a set of results, the most important of which is the attempt by the Algerian bank since the 90-10 reforms to familiarize itself with all the axes of the International Basel Convention despite the delay in application, the attempt has materialized through various laws and regulations which take into account all the precautionary rules, the principles of governance and the modernization of supervision and control tasks in accordance with the Basel decisions, all of this was reinforced in 2014 according to regulations 01-14, 02-14 and 03-14 which aimed to fully implement the axes of Basel II, and which also attempted to implement part of the Basel III convention, in particular in its approach to risk management and capital building.
