الملخص:
هدفت هذه الدراسة إلى تقييم أداء المؤسسات الصغيرة والمتوسطة في ظل جائحة كورونا، وذلك بالتطرق إلى إعطاء نظرة على
واقع المؤسسات الصغيرة والمتوسطة في الجزائر من سنة 1990 إلى غاية يومنا هذا، باعتبار المؤسسات الصغيرة والمتوسطة من أهم
القطاعات التنموية في جميع دول العالم عامة وفي لجزائر خاصة، فهي قطاع مرن يؤثر في الاقتصاد الوطني ويتأثر بمختلف الظروف
الداخلية والخارجية للدولة، وهذا ما نراه من خلال تداعيات أزمة فيروس كورونا )كوفيد 19 ( على الاقتصاد العالمي والوطني وعلى
معظم القطاعات الاقتصادية من ضمنها المؤسسات الصغيرة والمتوسطة. وقد اعتمدت الدراسة على المنهج الوصفي، التحليلي
والتاريخي، وتنا ولت دراسة ميدانية اقتصرت على تقييم أداء مؤسسة مطاحن بلغيث الكبرى بولاية سوق أهراس باستخدام بطاقة
الأداء المتوازن وذلك من أجل تحديد مستويات الأداء التي تأثرت بشكل كبير في ظل جائحة كورونا، وكانت من بين أهم نتائج
الدراسة أن قطاع المؤسسات الصغيرة والمتوسطة لم يكن في وضع انتعاش بل عانى من صعوبات ومشاكل عديدة عرقلت فعالية أداءه،
وقد زادت الجائحة من حدة تدهور أداء هذا القطاع، حيث أثرت على الأداء المالي، أداء العمال، أداء العمليات الداخلية، والتعلم
والنمو علاوة على تأثر الطلب والعرض الكليين في المؤسسة، وذلك نتيجة لإجراءات الحجر والاغلاق الذي سببته الجائحة.

Abstract :
This study aimed to assess the performance of small and medium enterprises in lightof
the corona pandemic، by addressing to give a look at the reality of small and medium entreprises
in Algeria from 1990 to the present day، considering that small and medium entreprises are
among the most important development sectors in all countries of the world in general and in
Algeria in particular. It is a flexible sector that affects the national economy and is affected by
the various internal and external conditions of the country, and this is what we see through the
repercusions of the corona virus (Covid 19) crisis on the global and national economy and on
most economic sectors, including small and medium entreprises. The study relied on the
descriptive, analytical and historical approach, and dealt with a field study that was limited to
evaluating the performance of the Great Belghith Mills corporation in the state of Souk Ahras
using the balanced scorecard, in order to determine the Levels of performance that were greatly
affected in light of the corona pandemic, and among the most important results of the study was
that this sector was not in a state of recovery, but rather was suffering from many difficulties
and problems that impeded the effectiveness of its performance, and the pandemic has
exacerbated the deterioration of performance in small and medium entreprises, as it effected
the Financial performance, the performance of workers, the performance of internal operations,
Learning and growth in addition to the impact on overall demand and supply. In institution, as
a result of the quarantine and closure procedures caused by the pandemic.
