    If the human environment constitutes an integrated whole within a natural system, and if the territories of the member states of the international community are merely parts carved out from this unified whole, and if the high seas, oceans, the air above them, and outer space are subject to the regional sovereignty of states—or even considered as common domains shared among states—then any efforts exerted by states to protect the environment within their national territories will be in vain unless complemented by joint international efforts among the members of the international community. These efforts must take into account the protection of the environment in these areas, merging into a unified framework that results in declarations or binding treaties aimed at preserving and safeguarding the human environment.
